Student's School HOUR

Does student's school hour cause traffict jam? The answer is MAY BE YES or MAY BE NO.

Everyday, I pass Pemuda Street. Before school was applied, the traffict jam was usually around 7 to 9. After school our became 6.30, the traffict jam is started from 6.15 to 8.30. Beside those hours, the traffict is also at 11-13.

From above facts, do we still think that school hour is the cause of traffict jam?

Hopefully there will more comprehensive research on this matter.
